Five years is just a moment in a long history, but some far-reaching historic changes are taking place around us.

In the past five years, we have made unprecedented efforts to promote ecological progress.

 

With a high sense of historical mission and responsibility, the CPC central committee with comrade xi jinping at its core has incorporated ecological progress into the "five-in-one" overall plan and the "four comprehensives" strategy.We will establish the strictest system and the strictest rule of law to provide a strong guarantee for ecological progress.More than a dozen relevant laws, including the environmental protection law and the air pollution prevention and control law, were formulated and revised.The new environmental protection law, the strictest in history, came into effect in 2015, cracking down on environmental violations with unprecedented force.Laws and enforcement that were previously soft have become "as hard as steel".The serious handling of the pollution incident in the tengger desert and the public notification of the ecological and environmental damage in the qilian mountains in gansu province demonstrate the strong determination of the CPC central committee to promote ecological civilization and green development.

In the past five years, ecological progress has expanded to an unprecedented extent.

We will give high priority to promoting ecological progress in governance and integrate it into all aspects and the whole process of economic, political, cultural and social development.We issued and implemented three action plans for the prevention and control of air, water and soil pollution, reduced overcapacity in steel, coal and other industries, formulated measures to assess and assess targets for promoting ecological progress, intensified publicity and education on ecological culture, and took "ambitious actions" to reduce greenhouse gases and maintain global ecological security.Ecological progress has been made in all walks of life and in all households, and breakthroughs have been made in key areas.

In the past five years, ecological progress has been made at an unprecedented rate.

The CPC central committee and the state council have successively implemented the opinions on accelerating the construction of ecological civilization and other important policies and measures.So far, more than 40 of the 38 documents reviewed and adopted at the central committee‘s deep-seated restructuring meetings are related to ecological progress.Central environmental protection inspectors have been working tirelessly to achieve full coverage in 31 provinces, autonomous regions and municipalities over the past two years.We will fully implement the system of river chiefs, draw and strictly enforce red lines for ecological protection, and carry out trials for the national park system...Efforts to tackle key problems were intensified, and successive reform measures were introduced.

Over the past five years, the sense of responsibility of leading party and government officials to protect green waters and green mountains has increased significantly.

The ranking of political performance assessment is no longer based on GDP growth rate, and the weight of ecological and environmental indicators has been greatly increased.To damage the ecological environment, both the party and the government should be held accountable, and the responsibility should be investigated seriously.Leading cadre audit, from before "careful money" extend to "careful green".Leading officials at all levels, a key minority, are more and more consciously practicing the concept of green development.Many leaders wake up in the morning, the first thing is to pick up the phone to check the day‘s air quality index.

In the past five years, the overall quality of the ecological environment has improved and continued to improve.

Blue skies are on the rise -- in 2016, the average concentration of fine particulate matter (PM2.5) in the beijing-tianjin-hebei region, the Yangtze river delta and the pearl river delta decreased by more than 30% compared with 2013.

Water quality of rivers in clearing - large rivers, steady order, the state-controlled section water quality excellent surface water (Ⅰ - Ⅲ class) water increased to 67.8%, worse Ⅴ water ratio fell to 8.6%.

Green development -- over 90 million mu of forests will be planted every year, and the forest coverage rate will rise to over 22 percent.

And these five years are also significant for C-Ray people.
